"Mr President, Commissioner, ladies and gentleman, I would like to begin by thanking both rapporteurs for their work in drafting this report. The European Union budget is very specific in nature, being largely dedicated to initiatives and investment in areas of strategic importance for growth and employment. It should be borne in mind, therefore, that it cannot be subject to the same savings as national budgets. The creation of new jobs, so necessary in the present economic circumstances, is possible only if an adequate level of funding is guaranteed. I welcome the Council’s decision in June to maintain its position on the promotion of employment and growth, and I hope that this will also be reflected in the 2013 budget. I believe that it is essential to increase payments by 6.8 % in relation to the previous year, in particular to avoid jeopardising the provision of effective support for cohesion policy."@en1
