"In today’s resolution, we have once again had to speak critically about the behaviour of the Azeri Government. It should be noted that this country is in the process of negotiating an association agreement with the EU and is actively involved in the concept of the Eastern Partnership and the Euronest initiative. One might therefore conclude that it aspires to modify its legal order to the order on which the European Union is based. Respect for democracy and the rule of law are fundamental for European integration. The case of Ramil Safarov clearly breaches not just agreements, but also generally accepted standards of international law. It is unimaginable that a person who has been handed down a legally binding sentence of life imprisonment should, immediately following a transfer under the European convention on the transfer of sentenced persons, be pardoned, promoted to the status of a hero and rewarded. While working on diplomatic steps to bring about a peaceful resolution to the conflict in Nagorno-Karabakh, I believe that the European Union cannot remain quiet on the way in which Azerbaijan has behaved, not just publicly glorifying a crime, but also consciously risking an escalation in the conflict."@en1
