"Mr President, during an international training course organised in 2004 by NATO in Hungary, an Azeri soldier, Ramil Safarov, killed an Armenian officer with an axe and said that the victim had shown disrespect both to him and to the Azeri flag. Acting in accordance with the 1983 Strasbourg Convention on the Transfer of Sentenced Persons, signed both by Budapest and Baku, Hungary agreed to transfer the prisoner to Azerbaijan. As everyone has said here, Safarov was greeted as a hero, released from the penalty of life imprisonment that had been imposed by Hungary, and he was then promoted for his heroic deed to the rank of major. This incident has aroused considerable and widespread concern. First of all, according to the provisions of the convention on the transfer of sentenced persons, Azerbaijan was under an obligation to ensure that the entire penalty imposed by Hungary was carried out and this it did not do. Secondly, President Aliyev gave the world a very bad example by glorifying a brutal crime and treating the murderer as a national hero. For this reason, I appeal to the Azeri authorities to act in accordance with international standards as regards the justice system."@en1
