"Mr President, ladies and gentlemen, as a member of the Council of Europe and of the Eastern Partnership, Azerbaijan needs to heed its freely undertaken commitments in respect of human rights, democracy and the rule of law in the Safarov case. International treaties and agreements absolutely have to be complied with. The EU should support Azerbaijan in realising these aspirations as far as is possible. I am committed to ensuring that the EU intensifies its efforts to mediate in the Nagorno-Karabakh conflict, thus getting involved and helping to bring peace to the region. Active participation and political will on the part of both the Azerbaijanis and the Armenians are a prerequisite for this. Talks have to be held in this regard at the highest political level, while broader civil society must also be involved at the same time. The European External Action Service (EEAS) and the Commission must work closely with the local, regional, national and international actors on the ground in order to obtain synergies. For me, the question arises as to whether it is helpful to look to lay blame at the door of the Hungarian Government, or whether we do not instead need to be very clear in what we say to the Azerbaijani Government."@en1
