"Mr President, the recent violent clashes between Rohingya Muslim and ethnic Rakhine communities in Burma are not a result of any single act, but of persistent neglect by the central government and failure to address ethnic tensions in the northern Rakhine State. Various accounts of people killed, injured or displaced paint an extremely distressing picture. In order to find a viable solution to the conflict, the Burmese authorities must secure stability in the region, end unequal treatment of the Rohingyas and make efforts for reconciliation. Recognition of Rohingyas as an indigenous ethnic group would contribute to starting a constructive dialogue. An open and democratic society can be recognised essentially by its treatment of minorities. The regime transition in Burma can succeed if the announced democratic reforms also reflect on the ethnic minorities."@en1
