"Mr President, the rape and murder of a young Buddhist girl in the province of Arakan, in Burma, on 28 May, set off a tide of violence and ethnic conflict between Buddhists and Muslims. The battles, which spread throughout the country, forced the President to announce a state of emergency on 10 June. However, instead of stopping the violence and providing protection to both ethnic groups, the security forces have either taken an active part in the conflict or else remained totally passive. In the conflict, at least 80 people have died, 5 000 houses have been burned and 90 000 people have been displaced. Burma is one of the most ethnically varied countries in Asia and its government is having to deal with existing tensions while complying with the democratic principles that it has undertaken to respect. It should provide access to humanitarian assistance for the wounded and those in need and to those without food, shelter and medicines, and it should also end the discrimination against the Muslim minority by granting them full civil rights. As members of the international community, we are prepared to support Burma in its democratic transformation, but we are also prepared to impose sanctions on this country if the need arises."@en1
