"Pakistan suffered serious human and material damage after being struck by floods to an unprecedented degree. These tragic circumstances motivated the presentation, on the part of the Commission, of a proposal for a regulation which introduces emergency trade preferences for Pakistan. I honour the memory of the victims and I hope that Pakistan can recover its stability after such a severe blow. I believe that the European Union should not be closed in on itself and should aim to help those most in need so that, in principle, there are no repairs to be made to the same preferential regime. Nonetheless, I believe that this cannot be disassociated from a permanent demand on the part of the EU regarding the need for those who receive our aid to respect human rights. Furthermore, these measures should have been subjected to an in-depth assessment on the part of the Commission regarding their possible impact on competing EU companies and possible alternative measures studied. Fortunately, Parliament was aware of these issues."@en1
