"This report shows that it is a mistake to use trade measures as urgent humanitarian aid, from the point of view of both convergence with the World Trade Organisation rules and the efficiency which can be gained by following parliamentary procedure. The EU already has appropriate tools to facilitate international aid in the event of a disaster. In fact, the majority of textile exporters in Pakistan who export to the EU are large companies with a turnover of more than EUR 200 million, and they would be the greatest beneficiaries of these trade preferences. There is no direct relationship between these major beneficiaries of the agreement and those people affected by the floods. Moreover, these measures undermine the interests of the entire European textile sector, which has already been badly affected by other factors including the ongoing brutal economic crisis. We must be sensitive to the delicate situation which our textile industries find themselves in. In addition, most are located in southern European countries, where the economic crisis is ravaging employment."@en1
