"I voted for the amendments tabled for the proposal for a regulation implementing the bilateral safeguard clause and the stabilisation mechanism for bananas, provided for in the association agreement between the EU and Central America. The agreements include a safeguard clause to prevent serious disruption in the respective markets, and this provision has to be transposed into European law. The agreements provide for further reductions in the customs duties applied by the EU to banana imports, improving the terms for Latin American partner countries wishing to export to the EU market.
Banana imports to the EU are subject to a ‘single tariff’ system which came into force in 2006, replacing the quota system which had been applied since setting up the common organisation of the market (COM) in bananas in 1993. The Commission should submit a report once a year on the implementation of the agreement and of the safeguard measures and the banana stabilisation mechanism, which should include up-to-date and reliable statistics on imports from Central America and an assessment of their impact on market prices, employment, working conditions in the EU and the development of the EU’s production sector, paying special attention to small producers and cooperatives."@en1
