"I abstained because, while fully recognising the need for a bilateral safeguard clause to safely implement on the EU side the free trade agreement concluded between the EU, Colombia and Peru, I consider that some of the amendments adopted in the International Trade Committee require further redrafting for the sake of clarity and feasibility. For example: definition of ‘threat of serious deterioration’ for the activation of the bilateral safeguard clause and the stabilisation mechanism for bananas; extent of the Commission’s monitoring and especially the inclusion of additional socio-economic indicators on top of Colombian and Peruvian export and import statistics, to assess the impact of the FTA on the banana production in the EU; involvement of the European Parliament in initiating an investigation in the framework of the bilateral safeguard clause and the stabilisation mechanism for bananas; the Commission’s room for manoeuvre with respect to the activation of the stabilisation mechanism for bananas. These issues need to be clarified."@en1
