"In order for legislation at EU level to be effective, it must be clear, simple, easy to understand and accessible to all. In shaping European legislation, it is our duty to follow two fundamental principles of EU law, namely, the principles of subsidiarity and proportionality. We must involve the national parliaments of the Member States more closely in the European legislative process. In relation to controls, the principles of subsidiarity and proportionality play an important role. European institutions must consolidate efforts in terms of better law making, the simplification of EU law and a reduction in administrative and regulatory burdens. We need to ensure that European legislation is as close to the citizens as possible."@en1
