"Mr President, one could smirk and say that in our modern world, too, absolutely everything needs to be regulated. Of course, I do think it important that we should not concern ourselves solely with the protection of works in which everything is known from a copyright point of view. On the contrary, it is also important to consider cases in which authors and creators are no longer known, for whatever reason. Our European culture is extremely diverse, something which is also boosted by the digitisation of orphan works. Attention needs to be paid, however, to ensuring that there is proper checking of whether a work is actually an orphan work, whether the creator or author really is not known. Otherwise, we run the risk of copyright being undercut as the basis for the motivation to create new works. I therefore advocate the creation of a comprehensive regulatory framework so that exactly that does not happen."@en1
