"Mr President, while we are debating a very concise and well-written report on a report on better regulation for 2010, the Commission has published a newer report in the holidays – the 19th in the series – for 2011.
It will surely come as no surprise to many of you that the number of reasoned opinions has increased by almost 75% compared to 2010, the year under discussion, when the subsidiarity control mechanism introduced by the Lisbon Treaty came into operation.
The number of reasoned opinions required for launching a yellow card mechanism was not reached, however, even in such controversial cases as the directive on maternity leave. It thus remains true that the real benefit of this control mechanism is wholly inadequate in practice.
The first successful attempt at a yellow card occurred just a few days ago. It is therefore right to think about what changes to make and what to do in concrete terms to alleviate the so-called democratic deficit in decision making at EU level, which we are all calling for so loudly."@en1
