"Mr President, I will begin by emphasising the need for European legislation to be clear, simple, easy to understand and accessible to all. This is why I welcome national parliaments being more closely involved in the European legislative process, particularly with regard to the legislative proposals on the scrutiny carried out based on the principles of subsidiarity and proportionality. However, I find it regrettable that of the opinions received from national parliaments in 2010, only 16% of them raised subsidiarity concerns.
I welcome the use of the ‘yellow card’ procedure for the first time in May 2012 by adopting reasoned opinions opposing the Commission proposal for a Council regulation on the exercise of the right to take collective action within the context of the freedom of establishment and the freedom to provide services. I welcome the introduction of the IPEX website, which can act as a catalyst for further improvements and greater involvement in the operation of the subsidiarity control mechanism. However, I think that national parliaments should arrange public debates on European legislative proposals. This is the only way to allow Member States, citizens, the administration and, above all, industry to prepare for proper implementation of European legislation."@en1
