"Mr President, an elementary condition for the proper functioning of the legal system is a simple and transparent structure for rules which are comprehensible to the public and easy to enforce. Repeated comments made by national parliaments regarding the regulations adopted by the European institutions go to show that we do not always succeed in achieving this level of quality in our regulations. The most common criticism is directed at adherence to the principles of subsidiarity and proportionality in the creation of legislation by European institutions. Also often criticised is the ambiguity of the legal language and lack of transparency of the legal system in which regulations even overlap in some areas. It is therefore necessary to continue efforts to improve law making at European level, both through better cooperation with national parliaments and through more effective use of electronic communications via the websites IPEX and REGPEX. Our efforts to simplify and clarify the EU legal system must be seen as a continuous process, and we must continue to pay it special attention."@en1
