"Madam President, in spite of the extraordinary wealth of European cultural heritage available, some works are not used, being stored in archives and libraries due to their status as orphan works. Copyright helps encourage innovation, investment and production. In other words, it provides the foundation for the creative sector. Thanks to the new legislation, digitisation could make it possible in the future to access these works online throughout Europe and even beyond. We are talking about books, newspapers, publications, films, musical works and TV productions whose authors cannot be identified and which will be able to be accessed legally via the framework created by the current proposal for a directive. I am personally in favour of cultural and educational institutions being allowed to use orphan works to meet specific objectives. In future, it is important to reduce the number of orphan works by establishing clear criteria for identifying and locating the authors of these works, who will therefore enjoy the rights to which they are entitled."@en1
