"Madam President, the guiding principle for the debate on the permitted use of orphan works must be the principle that access to culture and to the arts are citizens’ rights and important instruments for cultural, as well as social and economic, development and stimulation. The non-commercial use of orphan works could indeed add social and economic value to society as a whole, but we believe that copyright principles must be safeguarded. If used for commercial purposes, it is vital that compensation be paid to copyright protection organisations or to other state organisations, since direct remuneration of the authors, artists or creators is impossible in the case of orphan works. However, we repeat that the objective of this recognition must never be to promote the diffusion of the works for the purpose of consolidating the single market and competition between companies, which would allow the ownership of these works to be monopolised. It must solely be to disseminate cultural heritage in the different Member States and in the European Union."@en1
