"Madam President, what we are dealing with here is a specific step towards reform of copyright. For months, we have been discussing the necessity of reforming copyright in order to adapt it to the digital world. What we have here is a specific measure and an improvement, I would like to make that clear right from the outset, and that is very important to me. This measure does not make things worse; we have, at all events, an improvement of access.
As ever in situations of this kind, the question that arises is: is the glass half-full or half-empty? From my point of view, there are open questions here, and there are also problems that have not been resolved. That is not something I am happy about, but I nevertheless believe that, in the current situation, it is incredibly important to now be able to provide a legal status to orphan works. We have fought for that for a long time. It is a tangible improvement. Further steps must follow. That is why the envisaged review clause is important, so that, in two years’ time, we can evaluate what our experiences are and what shortcomings there are. The conclusion that I draw from this is that I will be voting in favour of this directive."@en1
