lpv:translated text	"Madam President, the same thing that happened to our colleague almost happened to me because I did not see the change to the agenda and because I was in a meeting at the other end of the House. Forgive me then, for I am a bit out of breath and, more importantly, I hate to take the floor when I have not heard what has been said. Please forgive me, Commissioner. The digitisation of cultural works represents a serious issue: the issue of access to our heritage for as many people as possible. However, it must be done with strict respect for copyright, and therefore by guaranteeing remuneration for authors. Reconciling these issues is the focus of our debate. It is rather tragic that European citizens do not have access to part of this cultural heritage because the authors are not or are no longer known. The digitisation of works must therefore come about through strict respect for the public interest missions of the public bodies concerned. Yet, in this period of budgetary austerity, forgive me, but it seems to me that Google is casting something of a shadow over our work. Within our group, we are concerned about the use of certain provisions contained in the draft that has been presented to us. Why, for example, should out-of-commerce works be excluded when many of these are orphan works? What is worse is that respect for public-private partnerships risks leaving the door wide open for the commercialisation of this sector. It is for these reasons in particular that our group will abstain on this text, as it still includes far too many questions in our view."@en1
