lpv:translated text	"Mr President, the Commission, in cooperation with the Member States, must ensure that the EU has access to diversified energy sources, thereby enabling European citizens to benefit from uninterrupted energy supply at affordable prices. The proper functioning of the internal energy market contributes to the security of energy supply in the European Union, which is essential for the economic and social development of the European Union and its competitiveness. Given the need to improve the functioning of the internal energy market, this Decision establishes a mechanism for the exchange of information between the Member States and the Commission with regard to intergovernmental agreements in the field of energy. I think that the Commission needs to make available to the Member States a guide for tackling negotiations in order to ensure compliance with EU legislation, solidarity between the Member States and reliability of energy supplies. At the same time, it is important that, at the request of a Member State, the Commission provide support and technical assistance in the process of negotiation and conclusion of intergovernmental agreements with third countries in the field of energy."@en1
