"Mr President, this proposal for a regulation is a prime example of the unacceptable process of intimidation and blackmail that aims to force African, Caribbean, and Pacific (ACP) countries to conclude so-called economic partnership agreements (EPAs). In this process anything goes. The Commission’s strategy was to divide and conquer: to break the ACP countries’ unity, pressure them individually, and then reap the rewards of blackmail. As authentic free trade agreements, and nothing more than that, EPAs would have profoundly negative consequences for the ACP countries, which in fact justify their resistance to concluding them. It is fair, understandable and should be respected. It is necessary to strengthen friendship and cooperation relations with these countries, relations that contribute to their free and sovereign development, respecting their specific features and choices. On the contrary, we must not establish neo-colonial relations that will prolong their dependency and subordination."@en1
