"The ambitions of the Treaty of Lisbon, whereby ‘the Union’s competence in matters of common foreign and security policy shall cover all areas of foreign policy and all questions relating to the Union’s security, including the progressive framing of a common defence policy that might lead to a common defence’ (Article 24(1) of the Treaty on European Union), are the point of departure for creating an essential framework for developing a comprehensive, coherent and consistent Union approach to foreign policy. To this end, Parliament needs to make a further contribution, and one that is more pragmatic than the 2010 Council report on the common foreign and security policy, which did not measure up to the ambitions of the Treaty of Lisbon. In the hope that it will provide a new European security strategy and contribute to the framing of EU foreign policy, I voted in favour of the proposal."@en1
