lpv:translated text	"The Council report for 2010 contains important steps towards mapping out the EU’s foreign policy priorities in a forward-looking and strategic framework. However, the report falls short of the ambitions of the Treaty of Lisbon in important ways, which include not addressing the priorities or strategic guidelines for the common foreign and security policy. The report does not clarify the policy mechanisms for ensuring coherence and consistency among the different components of foreign policy. It avoids the issues of harmonisation of EU resources with our priorities in foreign affairs. Parliament therefore calls on the Vice-President of the Commission to take the lead in adopting high-quality and courageous measures, and also to lay emphasis on European neighbourhood policy in the situation at hand.
