"I approve the proposal presented in this report, given that it is important to recognise the specificity in the development and implementation of the different components of the Union’s external action, including the common foreign and security policy (CFSP) (and its common security and defence policy), but also the neighbourhood policy, development policy, and international trade. This comprehensive approach is essential to constructing a strategic and coherent approach for pursuing the Union’s foreign policy. The 2010 Report of the Council includes important steps in the direction of mapping out the Union’s foreign policy priorities in a forward-looking and strategic framework. However, it falls short of the ambitions of the Lisbon Treaty in important ways, including inter alia by not giving a sense of priorities or strategic guidelines for the CFSP. I believe that, whilst this report is intended to be ambitious and politically strategic, it should also be realistic and pragmatic. Indeed, this report should be a contribution to framing EU foreign policy and to setting benchmarks for monitoring and evaluating progress made over the coming years."@en1
