The management of highly migratory fish stocks calls for the constant cooperation and direct consultation among the countries whose fleets exploit such stocks, avoiding the risk of unilateral action that could be potentially harmful to long-term resource sustainability. Moreover, the EU has the responsibility to ensure that this cooperation requirement is respected and that Member States do not take unilateral action in disregard of the general interest in the conservation of the marine ecosystem. However, beside effective measures, in order to fulfil this task it is necessary to endow the EU with appropriate monitoring tools. As with other sectors, unbridled competition among the Member States may have adverse consequences. I have thus chosen to support the measures in the directive, in particular those designed to impose quantitative restrictions on EU fish imports, in cases where the fish is caught from stocks of common interest under the supervision of a third country. Similarly, I welcome the introduction of tools that can ensure that such measures are effective, proportionate and compatible with international legislation, as well as meeting environmental, commercial, economic and social standards."@en1
