"This report turns proposals for minimum standards guaranteeing the rights of victims of crime into minimalist standards. The victim is no longer guaranteed the right to appeal a decision not to prosecute, except in cases of serious crime and where there has been no settlement. The option to start public proceedings by instituting a civil action or by summoning the alleged offender to appear before a criminal court is not even considered. The victim is no longer guaranteed the right to a written translation of all the documents relating to their case. As for reimbursement of legal fees, this is now random. I voted against."@en1
