"There are many different types of crime. However, they all have one thing in common – they expose people to violence. The proposal for a directive defines the term victims of crime, and this is what we should focus our attention on. It is very important that these persons should have confidence in the administration of justice. For this reason, the European Union should introduce a transparent and uniform legal act which guarantees victims of crime, regardless of their nationality or the country in which the offence took place, minimum protection of their rights.
I agree with the rapporteur, that in order to take all possible steps to achieve greater protection of the rights of victims of crime, we should establish a European network for observation and aid to victims with a view to setting up a database of statistics including the number, age, gender and nationality of the victims. This information could certainly be used for further legislative work. It is also necessary for officers who deal with victims of crime to be able to provide specialist support and assistance. I therefore agree that they should undergo training, in cooperation with non-governmental organisations, to help them deal with victims of crime in an appropriate way, having regard to the nature of the crime."@en1
