"Confidence in justice is a priority for all citizens, especially for victims whose rights are ignored or not respected. We urgently need a common and transparent justice system applicable in all EU Member States. This directive is not limited to protecting victims’ rights and offering them support and protection, but will also help European citizens gain trust in their national judicial system and that of their EU neighbours by harmonising the minimum standards. In order to assess in detail the circumstances and victims’ characteristics, we need to define ‘gender-based violence’ and ‘violence in close relationships’. Gender-based violence refers to violence that is directed against a person because of his or her gender. Violence in close relationships includes violence perpetrated by partners or ex-partners or other family members, leading to discrimination and violation of the fundamental freedoms of the victims. The particular situation of victims with specific needs must be taken into account when designing appropriate support services or training practitioners who are in immediate contact with the victims. To this end, the directive includes a number of rights which victims should be assured of and thus fills a significant gap in human rights protection for victims of crime."@en1
