"Mr President, generally speaking, the role and needs of victims in criminal proceedings are not yet taken into account sufficiently in the legal systems of the Member States. The current situation shows that in many cases victims are not treated with respect and dignity, they are not sufficiently protected or supported, and do not have effective access to justice, compensation and redress for the harm suffered. It is unacceptable for the level of support granted to a victim to vary depending on the Member State in which that person suffered the harm. Mutual recognition can work effectively only in a climate of trust, in which the judicial authorities, as well as all parties involved in the criminal proceedings can trust the appropriateness of rules in each Member State and be certain they are applied correctly. This is why I support this report and I firmly believe that, once this Directive is adopted, the situation of victims will greatly improve throughout the European Union, and that victims of crime will benefit from the same rights and basic services in all Member States."@en1
