"Mr President, I believe that victims should be able to benefit from minimum levels of rights without discrimination across the EU. The Stockholm Programme states that a more integrated and coordinated approach to victims is needed. This directive is part of a package of measures which will help improve legislation in this area, ensuring that victims of crime have effective rights in practice.
I am particularly pleased to have had the opportunity to support the children’s rights package initiated by my colleague Timothy Kirkhope. There are lots of very important rights for victims enshrined in this directive. But I feel rather disappointed, particularly having listened this morning to many people here extolling the virtues of Europe, that we are in the position where we have to impose pan-European direction on this.
Surely, as Member States, we are in a position where these basic rights will be afforded our citizens without that sort of compulsion."@en1
