"The crisis has lasted for four and a half years. We are now at a point where we can no longer blunder around in the fog. Our actions to date have not led to the desired results. Economists are sounding the alarm as the risk that the crisis will expand and intensify is increasing. Fortunately, Europeans have not lost faith in the EU project. The Eurobarometer results of last week show that 40% of respondents have a positive opinion of the EU. Most respondents thought the European Parliament was a recognisable and trustworthy institution of the EU. As in previous polls, citizens expect the European Parliament to fight poverty, social exclusion and unemployment effectively. This is why Parliament must be fully involved in the implementation and monitoring of the Compact for Growth and Jobs. In particular, we must deal with the issue of increasing employment as soon as possible. I therefore urge the Council to carry out an efficient analysis of the Commission’s employment package, so that new jobs can be created. I welcome the adoption at the last Council meeting of the EU Strategic Framework and Action Plan on Human Rights and Democracy. This should provide guidance to the Special Representative for Human Rights, and will allow the EU to speak with one voice in the field of human rights."@en1
