A couple of weeks ago, Angela Merkel called for work to begin on a new constitutional treaty, which would improve the Union and bring it closer to the citizens. However, the possibilities afforded by the current treaties should be used before starting to draft new ones. The second wave of crisis stems from a lack of credibility on the part of the Union and its Member States, and a few months of disputes over institutional solutions will not help to restore that credibility. We need to act now, and make decisions now.
We are now in the fifth year of the crisis, and we can safely say that the remedial action taken in Europe has not worked. The measures taken by Greece, Portugal, Spain and Italy are not working, and in addition the associated social costs are enormous. The announcement made last week by the President of the ECB regarding indirect support of these countries might have been reason for optimism. However, unless the credibility of the Union and its Member States is recovered, the crisis will not be overcome. I would like to ask President Barroso two questions. Firstly, what measures is the Commission planning in support of the European Central Bank’s actions? Secondly, how does he view Berlin’s proposals, in particular the proposal regarding a departure from the increased 95% share of EU funds in realised projects?"@en1
