"Mr President, the reform of the sugar market, carried out by the EU in 2006 and 2007, has shown its limits. There has been a slump in production across Europe. Many Member States have ended up importing sugar after being net exporters several years ago. This is also the case for Romania, which is no longer able to meet domestic consumption requirements from domestic production output.
The future common agricultural policy will have to take into account these factors. The quota system needs to be adapted to the actual production, processing and consumption capacities of each state. The Commission will also need to ensure fair competition between the three models of sugar production. I am referring in this case to cane sugar refineries, which are experiencing major difficulties in terms of the provision of raw materials."@en1
