"I would like to congratulate the rapporteurs of this very important report reinforcing the need to adopt a comprehensive European legal framework offering all victims of crime the widest protection within the territory of the EU. This framework must follow a victim-centred approach – meaning that all categories of potential victims must be identified, targeted and protected, with special attention to children and other groups at risk – and must also cover related policies of social affairs and social inclusion, as well as effective methods for the social rehabilitation of victims, including measures related to social security systems and the labour market. Specific measures are necessary in order to prevent extortion and retaliation under the full assurance of anonymity, paying special attention to the situation of victims with specific needs. Awareness-raising campaigns must be organised involving civil and non-governmental organisations, women’s organisations and the media, and it is also necessary to conduct detailed researches on the latest criminal trends, with special focus on the involvement of at-risk groups, analysing all the factors that lead to the victimisation of such groups."@en1
