"Mr President, I, too, would like to thank the rapporteurs for all their work. However, I would like to stress some of the key points which are crucial for our group. Gender-based violence, as well as violence in close relationships, is defined for the first time in EU legislation. This is a huge success given that Commissioner Reding’s proposal was – I am sorry to say – gender-blind in the beginning. In fact, the seriousness of gender-based violence was denied as was the request for a separate directive on gender-based violence. We have also managed to highlight and include reference to victims of race and hate crimes or abuse. Another success were the proposals with regard to victims’ access to support and protection without discrimination of any kind, including their residence status, and regardless of the participation of victims in criminal proceedings, which were adopted by the rapporteurs and the Commission and were thus accepted by Council as well. This means that irregular migrants who are victims of crimes will have access to the rights, support and protection afforded by the directive regardless of whether the victim makes a formal complaint of a criminal offence."@en1
