"Mr President, Commissioner, firstly, I would like to thank the rapporteurs for this work. I welcome this debate tonight and believe that the proposals before us represent real progress in how we deal with the victims of crime in our society. My constituency of Northern Ireland is today making real progress after having suffered at the hands of criminals who, through their terrorist campaign, have sadly left us with many victims who daily feel the hurt and loss of loved ones or deal with mental or physical anguish as a result of what they were put through. These victims, innocents, suffering loss through no fault or deed of their own, need our support and the support of democratic institutions. I am heartened by what I have heard tonight. However, there is a key point: I would urge the House to always remember to make a clear distinction between the perpetrator of crime and the victim of that crime. There are some in my constituency, perverse as it may seem to the vast majority of us, where the perpetrator can also be the victim. That cannot, and should never, be the case."@en1
