lpv:translated text	"Mr President, ladies and gentlemen, I am speaking on behalf of Maurice Ponga, the rapporteur for the opinion of the Committee on Development on the report by Mr Gallagher. It is important to note that the European Commission, when it wishes to impose sanctions on a country for unsustainable fishing practises, must take into account that country’s level of development. This is because, according to the principle of policy coherence with development goals, it is crucial, in my opinion, that the measures adopted for fisheries do not undermine the development plans and strategies implemented by the European Union in the countries concerned. Mr Gallagher’s draft report takes up this important idea for our Committee on Development, specifying that the measures should not be unjustified or even discriminatory. I therefore call on the European Commission, when it adopts such measures, to respect this principle of policy coherence with development objectives and to duly consider the level of development and the vulnerability of countries."@en1
