"Last week, the Commission announced an increase in European humanitarian aid to Syria. Between the contributions from the Member States and the sums allocated from the EU budget, almost EUR 200 million have been released. I wish to congratulate the EU on its financial efforts and underline the difficulties encountered on the ground in getting the aid to its destination. We urgently need ‘humanitarian pauses’ to help the 2.5 million Syrians who have been displaced and/or trapped in urban confrontations (mainly in Damascus and Aleppo). The ‘regional protection programme’ soon to be launched by the EU must receive the unanimous support of the international community. The complicit diplomacy of Russia, China and other emerging countries towards the al-Assad regime is intolerable: in the face of a civil war that is growing worse by the day, it is essential to establish a responsible international scenario that results in effective action. The repercussions of that action on neighbouring countries, notably Lebanon and Jordan, must be taken into account."@en1
