"Mr President, I share the feelings of frustration and shame for the inaction of the international community in exercising its responsibility to protect the people of Syria, towards whom I feel a great solidarity. However, I understand that this is one area where the High Representative cannot move along if our Member States are not moving along. The equipment which is necessary to implement a no-fly zone cannot be made by simple statements. Therefore, I support working with Brahimi, with the OIC and with the Arab League now to try to find a solution. I am also in favour of supporting and encouraging the opposition to get together so that they will be able to deal with the situation after Assad. It is, of course, crucial that Assad and his henchmen and women are brought in front of the ICC – out of Syria and in front of the ICC. Of course, humanitarian support is crucial, but that alone is not enough. We need to send a very clear message to Russia, China, Brazil, India, and so on – and to their public opinion – that it is outrageous the way their countries are behaving, obstructing the work of the Security Council and preventing the international community from exercising its responsibility to protect the people of Syria."@en1
