"Madam President, I would like to express my sincere gratitude to the High Representative of the Union for Foreign Affairs, Baroness Ashton, for emphasising the role that the European Parliament has to play in foreign and security policy. Elmar Brok said that you cannot use tanks to deal with crises. I would like to take this opportunity to congratulate the rapporteur on this. At the same time, I would like to note that, as the European Union, we have a certain know-how. This includes dialogue on human rights issues, humanitarian aid and development aid. Armed intervention comes as a last resort and only under a UN mandate.
I would like to point out that we have appointed a European Union Special Representative for Human Rights and we are also in the process of finalising the creation of a European Fund for Democracy. These may be the instruments that have been asked for by representatives from Mogadishu in Somalia or from other parts of the world, who want to build democracy."@en1
