"In 2010, in the EU, employment in the services sector accounted for 69.4% of all jobs, while in industry this figure was 25.4% and in agriculture 5.2%. Most of the female workforce is employed in the services sector: 83.1% compared with 58.1% of the male workforce.
Member States need to adopt policies on integrating vulnerable workers into the labour market, especially low-skilled, unemployed, young and older workers, as well as people with disabilities, those with mental disabilities or members of minority groups such as migrant workers and Roma, by means of targeted and tailored occupational guidance, training and apprenticeship programmes. The situation of female migrant and undeclared workers in the services sector, in particular, those employed in private households, with the majority of them working without a contract in precarious employment and domestic service, in unsuitable working conditions, earning lower wages than declared workers and without any social rights, requires appropriate policies to be adopted to ensure that migrant workers enjoy basic human rights, including the right to health care, fair working conditions, education and training, physical and moral integrity and equality before the law."@en1
