"Parliament has voiced its opinion on the voluntary and unpaid donation of tissues and stem cells following the second report from the Commission on this subject. This report, which expresses the point of view of MEPs, is in no way a legislative text aimed at regulating a sensitive area over which Member States have sole jurisdiction. In France, the Bioethics Law was revised in 2011. In this report, we restate that donations should remain voluntary and be carried out on a non-profit basis. We also call upon Member States to ensure the fullest transparency in this area. Finally, we encourage the donation and collection of umbilical cord blood, which is useful for transplantation. With regard to sensitive issues relating to embryonic stem cell research, in-vitro fertilisations or cloning using stem cells for investigative purposes, we state that such issues are best decided upon at Member State level."@en1
