"The aim of the Commission’s proposal on the regime of the single payment scheme and support to vine growers is to get Member States to decide, once and for all, before the end of this year, if they prefer to use their wine envelope in the form of support programmes with a five-year duration or to transfer them to the single payment scheme.
It would, however, be dangerous to include the wine envelope in the single payment scheme, for several reasons.
The special nature of the wine sector will be further diluted in the single common market organisation (CMO).
Depending on the final shape of the direct payment scheme currently under revision, it is likely that greening would also apply to permanent crops such as vines.
Direct payments would be paid willy-nilly, rather than targeted like the programmes introduced by the Member States.
However, I welcome the suggestion of converting the existing five-year measure into a one-year measure, applicable only to 2014. The decision to exclude wine areas from direct payments and opt for support programmes instead will, therefore, have to be taken by the Member States in 2013.
