"Given that farmers are facing ever growing risks and problems in terms of productivity growth, the latest CAP reforms are focused on strengthening support for rural development as a policy integrated as part of developing rural areas throughout the EU. The new proposal on support for vine growers recommends that the five-year period stipulated by the current legislation should be cut to one year and should only be applied in 2014, with the option to make a ‘one-shot’ decision on transferring funds from 2015. I think that the solution proposed by the Commission is good for vine growing and will bring continuity to the strategies adopted by Member States in this agricultural sector. It will enable vine growers successfully to manage the risks much better and to respond promptly to crisis situations. A strong agricultural sector is crucial to both Europe’s food industry and to global food security."@en1
