"Under international conventions, the Baltic Sea is a Sulphur Emission Control Area. The sulphur content of marine fuels used in these areas must not exceed 1.5%, and this is much lower than the maximum sulphur content permitted in most other marine areas covered by these conventions. Hence, moves to secure a further reduction in the sulphur content of the marine fuels used in SECAs do not seem justified. They do not offer significant environmental benefits, but the cost of this change in the rules could, in this case, have a very serious impact on the maritime economy."@en1
