It recalls that the systematic use of secret detention constitutes a crime against humanity for which the United States and complicit governments may be tried. It deplores NATO’s role in secret detentions carried out on EU territory. It calls for an end to special procedures for persons suspected of terrorism and calls on the US authorities to repeal the power of indefinite detention for suspicion of ‘terrorism’. It recalls that state secrecy does not prevail over fundamental rights.
