"I voted in favour of this text. We fought, in particular, on three main ideas: 1. All measures to ensure the achievement of the Union’s target of 20% must be binding, unless all Member States were to impose national binding targets of at least 20% – and, in this case, Member States would be allowed more flexibility in designing measures. 2. All Member States must establish ‘2050 building road maps’, addressing
the issues of social housing and reducing energy poverty. 3. An extensive renovation rate of 2.5% per year must be implemented for all publicly owned buildings (representing energy savings of at least 70%)."@en1
