"Setting targets for a 20% cut in carbon emissions by the end of this decade entails not only effort but also numerous benefits. Energy efficiency is beneficial in terms of reducing energy consumption costs significantly. At the moment, the EU retains its role as global leader for energy efficiency, but, in order to compete successfully with the emerging economies, it will reinforce this position by supporting European companies operating in the green technologies sector. The aim of the EU’s energy efficiency policy must be to utilise efficiently the energy potential offered by EU regions. Consequently, Member States have the task of submitting action plans as part of their national development strategies. The Structural Funds and national contributions which are intended to finance energy efficiency projects should be a priority of the cohesion policy. Supporting SMEs with the aim of enhancing sustainable technologies brings immediate benefits by cutting costs significantly. The role of local and regional initiatives is to promote investment in green technologies and to attract private investment. Innovative financial instruments can help boost private capital with a view to trading emissions."@en1
