Having previously been a purely political matter, the target of a 20% reduction in the EU’s energy consumption by 2020 is now binding. It adds to the targets of reducing greenhouse gas emissions by 20% and of increasing the share of renewable energies in energy consumption to 20%. The directive thus makes provision for a 3% renovation rate for public buildings, energy saving programmes for public services and energy audits for large companies.
