"In the light of the structural changes in international trade, it is vital that the European economy be able to implement effectively instruments to support workers affected in this way, and to retrain them with a view to assisting their swift reintegration into the labour market. As the Commission acknowledges in its plan to relaunch the European economy, the crisis has caused an abrupt decline in the construction sector, and there is clearly a positive correlation between increased numbers of redundancies and changes in the patterns of world trade. I therefore voted to mobilise the European Globalisation Adjustment Fund (EGF) for the region of Aragón, Spain. However, I would re-emphasise that mobilising funds via the EGF cannot replace measures that are the responsibility of firms under national legislation or collective bargaining agreements, and that, since they are aimed at helping workers, these funds should not be allocated to restructuring companies or sectors of economic activity."@en1
